Is there nobody else within that organisation you could contact and ask to be your referee? For example, one of the Saudi management? Or would they be as bad as the Canadian?

You could always explain the situation to your prospective employer?

The alternative would be to send a conciliatory email to the Canadian, 'apologising' for any misunderstandings between you both? You never know, you might catch him on a good day...?
