What a strange question to pose!
Can I assume that your reason for posing such a question is that you have a recruiter or FAO telling you that teachers rarely get issued with 'z' visas and to come on a tourist/business visa?
If so, you are receiving a bit of the bovine excrement treatment!

Z visas are issued by Chinese Embassies. The paperwork for applications is done at a Provincial level. Are there quotas? For some employers, yes, I think there could be. By province? I doubt it. For China as a whole? I seriously doubt it.
If you are being told there are definite quotas I think someone is pulling your plonker and you should tell them that. |
