I have heard many teachers in the Middle East comment about the future pay for EFL teachers is on the decline in the near-future. Whether because of the 'threat' of China (please don't attack as you will notice I used quotes) or just a general acknowledgement or realization by the Middle East that language is not something you can learn in a year, as you need to have time outside of work or school to utilize the language. Are there any other reasons for this bleak outlook? Is there any truth to it?

Not really. Wages have not dropped and I haven't seen any sign that they are. The one thing that the ME produces in quantity is rumors. Of course, I'm looking at it as someone who uses the dollar for comparison... and the Gulf currencies are either directly or closely pegged to the dollar. Thus, if you live in Euros... wages have gone up and down with the spread... if the Euro is up, your pay is down.
There has been a gradual reduction over the last 10-15 years in the benefit packages - mostly because they haven't kept up with inflation. But, when compared with most of the TEFL world, it is still good.

Don't really know the answer but you can now work a 12-month contract on a full-time schedule in Tripoli (Berlitz), Libya for the princely sum of under 1000 pounds a month.
Several years ago, you'd 'have trouble' finding anywhere offering less than 1500.

But Berlitz has always been known as the bottom of the pay scale - certainly in the Gulf. I recall the day when Libya was considered 'dangerous' (and I believe it was "illegal" for Americans to go there) and perhaps that is why it was higher in the past? Now it has opened up and many are interested in going there...
