Could someone tell me what this means?

It's on an information box on my TV and it won't go away. It only appears on the cable channels. I actually just discovered that I had cable
But now this stupid info box won't go away!! I tried to translate it online but I just got a really garbled translation. |

What I really want to know:
If you didn't understand the kanji appearing on your TV screen, how the hell did you manage to transcribe it on your PC? |

I'm wondering the same. |
Maybe the poster knows Chinese. With the Chinese character equivalent, it's easy to find the kanji. Or perhaps the poster wrote the characters into a electronic/on-line dictionary. |

Or, it's a new enough model TV and they could simply plug a computer in and cut and paste from the screen? The possibilities, they're endless!  |
