Does anyone know whether or not it's possible to complete the DELTA here in Tokyo?

Yes it is possible but there are a few hoops to jump through first. You'll need to contact The British Council office. Try this website for contact details

As far as I know, the DELTA is not run anywhere else. If you are not a British Council employee you may have extra hoops to jump through. It is not an easy thing to get on to abroad in Asia.
There was also a thread discussing the DELTA in Japan not so long ago so have a search on this forum.
