TECHNICALLY, YES.....as long as, repeat, as long as the relevant authorities ARE AWARE of it (meaning, this is part of your job description on your Work Permit and/or the form you submit to Immigration or Labour and War invalids to work legally on a 90-day visa).
Do most people ACTUALLY DO these legalities and proper notifications when seeking to tutor privately on the side?

Sure! Why not? Uhhh.....providing that the school does not find out about it....they are huge on exclusive rights to you....but it's funny how they never seem to give you more than 10 hours a week!!

NETWORK - NETWORK - NETWORK!! It's how I got started! TALK TO THE PARENTS of a lot of your students (a surprising number of them speak English) and also use your Vietnamese friends!!
Whatever the market will bear. Anywhere between fifteen and thirty USD per hour! I mean, I'm not altruistic, but I'll drop it down to ten bucks an hour if I know for a fact that the kid's family doesn't have a pot to.....in!
