I am getting ready to go over to mainland and would like to know what provinces are most lenient for teaching regulations as I am going to have a degree with out 2 yrs experience after. I do have 2yrs experience just not after.

Jilin is pretty lenient. I'm currently working in Liaoning, finishing my second year of teaching. Maybe it's different in some of the more well-off parts of China but I think some of the people on this forum exaggerate how strict China is about the 2 year requirement in general.

In Guangzhou, i had to prove i had the experience and that was in 2008. Moreover, i had to pass a highly questionable local foreign experts examination. So much for exaggerations. Wink

Guangzhou would be at the opposite end of the spectrum from Jilin so not comparable.
Go North and West for less than strict interpretations of laws.
