| The morons rampaging on the streets of English cities have pretty much always existed and probably always will. They used to give Rome a hard time 2,000 years ago and were a headache during the days of the British Empire when there wasn't a war to send them to. They exist in all countries at all times, periodically erupting in larger numbers according to the ebb and flow of the economy, politics, law enforcement (or lack of it), etc. |
