Actually, a foreigner CAN get his/her name on the blue card (title of ownership) on a USED motorbike. Yours truly have done it.

I've recently purchased a used motorbike. The seller has to fill out a form from the local police (phuong) and they must stamp and sign off on it. Once that is done, now the bike is legally yours. You can legally drive around with this paper and the blue card still in his name. If you wish to transfer it over to yours, you'll need to bring the this paper along with your passport, work permit, bike insurance, and a form from your work that states that you work there, to the tax department on Tran Quang Khai st. Q.1.

After paying the tax, take the receipt and paperwork to the motor vehicle dept. of your district. For Binh Thanh, it's 232 No Trang Long, Binh Thanh Dist. From there, you will be issued a new license plate and the transfer of name from the old owner into yours. This process takes a month although the receipt states 1 week. I'm told they have to run a background check on the bike so it's never "a week".

That's all there is to it. And yes, I have heard that foreigners can buy a brand new bike but only if they have a residency permit.

That's a fine post, indeed. Thanks much. I have the paper, but may need the card. I'm going to check and see if I need the card to register in the US or the paper is enough. Fine post indeed.

When did you buy your bikes? This law is fairly recent I think.


No worries. I haven't quite mastered qualifying what I say; my bad. Great link! I got these several months ago, but it looks like I just didn't push hard enough for info. This thread rocks. Thanks much.
