Dear yassoun,
I worked for a "reputable government body" (the IPA) that held on to teachers' passports although it was "technically illegal" and who almost never would provide an NOC, although it should have.
When you stop to think about it, who's more likely to "bend the law/rules" than agencies of the government that enacted them. (And that's true in a lot more places than Saudi.)

Yes, it's true for a lot more places than Saudi, but...
1. That doesn't excuse it or make it any easier to deal with; and
2. We're trying to help people who are thinking about working in KSA, so in this context what's happening elsewhere is irrelevant.
The only legitimate entry into KSA for an employment contract is a work visa. If you accept anything less, you're taking a BIG risk.

Guess what - I wasn't trying to "excuse it or make it any easier to deal with," and I have to wonder why you might think that my post was suggesting that.
And I'm very sorry if my parenthetical comment struck you as irrelevant. I'll definitely try to follow your example of always making only relevant comments in the future.
