Consider what the director told you over the phone and what was written into the contract.

Then,

you do the maths!

It's just a hint of what's in store!

What's written in the contract is the official offer. More than likely, the interviewer is not the one who drew up your contract, so he may have been estimating the max you'd be offered. Or he may have been re-calculating what your salary would be if you chose to accept the housing/transport allowance.

Either way, that seems to be the normal range of what they're offering. I was offered 13,000sar (about $3500) by EdEx. I don't hold your years of experience, but I do have an MA and CELTA. That being said, I didn't accept the offer because a competing recruiter was willing to offer me slightly more for the same position,

Edex has historically honored the terms of the contract that suit their interests, but not the parts that don't suit them. Don't know if another recruiter would be better, but unlikely to be worse. Word from friends working for them this year is that nothing has changed with Edex.
