Is there any serious drawback (educational) to any of the above or the city (pollution, etc) they happen to be located in?
Which one stands out as "the best" to work for?

That list of schools looks familiar.

Are you going through an agency or recruiter ?
Is that agency using all or part of the name of "China TEFL Network Zhejiang University Hangzhou Helen" ?

Received wisdom would be never to use a recruiter. Find your own job. You're just asking for trouble.

Recruiters have bad reputations, in large part because of the (by reputation) worst ones such as this Hangzhou Helen.

If the schools are on the chinatefl web page, you can contact the schools DIRECTLY, no need for using the recruiters services. The contact information and other key facts may be out of date but it's still an easier and quicker way to find contact information.

Try to bypass the agencies at all costs! They all work on big commission. They really don't care about pleasing you and finding what you want. Decide what city or part of the country, go to their website and look for contact info there. Problem is, much of this contact info is outdated and changed. I made the mistake of using agencies at the beginning, but never again. Now, I have a great Uni job in a great city in the south and I plan on returning for next year too. I found this job because I had been teaching in the city for six months already and I found out contact info by talking to teachers who work there.
