Okay, previously you seemed to be saying that this bribery is standard, now you're explaining that it's for those without proper documents. When I stated that there is no standard "bribe," I was referring to legal applications (all documents in order). Of course, if you're asking someone to break the law (ie give you a WP when you are not qualified) then obviously money will have to change hands. Who is in the wrong in a case like that?

I have a close acquaintance in SGN who chose to use a US-based agency to handle his application. It cost him about $1000, for the agency to get all the notarizations, translations, and do all the paperwork. If that agency had had to pay a $700 bribe, they'd make no profit. In my case, my school paid all of the costs for my WP, including reimbursing me for photocopies and embassy notarizations. But my documents were all legitimate and all in order.

Ahhh...OK, OK. I see.....sorry for the confusion.

It HAS been posted on this forum that people in The South who HAD ALL LEGALLY required documents (after doing the basic legwork themselves) simply walked into the Ministry of Labour, Invalids and Social Affairs and paid the official, standard fee posted on the wall at The Ministry!!!

They claim this is their personal experience....no bribe required!

I know for fact based on MY personal experience (and that of two colleagues) that, in The North, it's between $600USD to $1000USD bribe IN ADDITION TO ALL legally required paperwork provided by the teacher and all legwork done by the teacher (or the school)....

....if, in The North, you hire an agency or an attorney to handle ALL of the legwork and running around for ALL legally required documents, then thee grand total probably goes up to around $1500USD-ish....with about $700 or $800 going to The Powers That Be.

....like inhanoi stated, it DOES seem like your friend had somebody else (in this case, an agency) do ALL of the legwork - and that legwork IS, repeat, IS A MAJOR HEADACHE.......but is it a $900 or thousand-dollar headache? I doubt it!

OK....OK...OK.....FYI -

...I dug it up -

HERE'S the thread where one poster stated that I was making a false claim about the going rate for tea money for The Powers That Be in The North and that he or she just casually walked into Invalids, Veterans and Social Affairs and just dropped the fiddy bucks and strolled out with a work permit!

This is what this poster states from first-hand evidence in The South - as long as you hand over ALL LEGALLY REQUIRED PAPERWORK, then no bribe is needed for a work permit.....

....take that thread for what it's worth....

AtoZ, thanks for that clarification. Reading that other discussion, I see why you were so passionate about this one.

For inquiring minds, I think the best solution in Hanoi is to arrive with all the required documents, then get hired by a reputable school which will do all the processing and running around and pay all the money. A reputable school in Hanoi will no longer look at an applicant who doesn't have the documents, so there aren't any loose ends to worry about.
