I wonder if this post is not confusing final exit procedures when you officially depart from any employer at the end of the contract. It still doesn't require an "exit visa" but requires you to have proven to your employer that all bill are paid, and your work/residence visa will be cancelled as you depart at the airport. Naturally if they have advanced you significant amounts of money for settling in and paying rent for you in advance, you should expect to have to reimburse it to them for part of it if you have not completed the contract.

The motivation for completing the final check list is to get your end of service payment.
