I wonder if this whole announcement was a test run to see the potential impact on China. I mean, no bill or law has been signed as far as I know.

Sounds like a moronic thing to do, but it's China. They have their own occasionally backwards way of doing things.

If it is signed, will it be affected by teaching contracts? For example, I am moving onto a new contract starting February. Are they going to hunt me down for money made in late 2011 despite the employment change?

Signing a bill or law? The CCP does what it does. There are no formal declarations or signing ceremonies.

the bill/law is already in place according to the reports we've read.
effective as of october. they just haven't started collecting the tax,
cause, um, they forgot to include the tax-collection mechanism
thingy in the bill. imagine that.
