I recently agreed to a job in Kunming, signed the contract, they were happy with all the Documentation I sent them. A week later they message me and ask for a "No Criminal Check" . I happened to have a state apostille of no criminal record that was a year old, and they rejected it. I explained that I lived in China for the following year and they would know if I committed any crimes. The school said that the local Foreign Affairs Office would not accept the state check and wanted an FBI check. I explained that FBI checks are currently taking 3 months but that didn't work. This is the third school that has asked for a "No Criminal Check" in the past two months. WTF?

No big mystery me thinks. As the visa changes from the last few years have been trickling down they are being felt more by individuals like yourself. Beijing was first, as is the norm, then typically they start to work their way outwards to the richer jurisdictions in Eastern China before ending up in the poorer provinces and western China.

(As an example the pre-med which was done away by the Federal government in April 2014. Beijing no longer requires this, but most jurisdictions still do as they are seemingly naive to this.)

You may want to pin them down if you decide to proceed with finding out who may need to sign off on the background check once you receive it. In jurisdictions in China that require this further useless step that denotes that the designated American and Chinese authorities in the United States place their kiss on it too.

Good luck if it is worth it to you.

Decided to look up the FBI page and yikes, you're right:

Quote:
On September 7, 2014, CJIS installed a new IT system. As a result of this installation, we are experiencing delays in processing. Please be assured that each issue is being identified and resolved as quickly as possible, but at this time anticipated processing time for an Identity History Summary is approximately 14-16 weeks. Allow additional time for mail delivery.

Thanks, Obama! (sarcasm)

Like jp said, it was just a matter of time. Out of curiosity, what kind of gigs have you been applying to? I should probably go ahead and order one now for my presumed renewal, just in case.

Two of the gigs were universities and one was a Chinese International High School. The provinces were in Yunnan, Jiangsu, and Liaoning (sp)?.

I did get an FBI police check a few years back for another country and IT took the same amount of time, about 3 months. Their slowness has nothing to do with their new system, but it's nice that Ihey thought about getting a new system.

Those provinces require a medical check before I come with all kinds of stipulations as to what type of hospital I need to go to. Much easier to do a Chinese medical check in China.

It's smart that they are trying to week out the serious criminals, but I believe they are also weeding out people like me, or others with a minor misdemeanor. The serious criminals probably know where to find fake documentation anyway.

Mw: Don't you have to get fingerprinted in a USA police station before you send for the FBI background check?

Yes, go to your local police station, ask them for a live scan. You may want to tip toe your way over to the korea forum and look into what they call visa handlers.. i think. apparently there are companies you can pay to get the results processed in a couple weeks.

From my understanding, a visa handler can get you a state no criminal record check in a week or two. But they can't make the FBI move any faster.

But after checking out the forum of the "Country we cant mention which begins with a K", I did find this company: http://www.nationalbackgroundcheck.com/fbi-channeling.htm

They claim to have special FBI clearance which allows them to do this. It only costs like $70 and I'll give it a try and report back with my results. Thanks!

Ohhh, please, please, please, give us YOUR definition of "serious criminals" versus the truly innocent and angelic-to-be-foriven-and-ignored folks likes you. I like how you were able to avoid using the word "criminal" when referring to yourself. Other people are CRIMINALS, but you are just a person with a "minor misdemeanor." Denial is it? You have immediately judged every person on the face of the planet without understanding circumstances or situations surrounds said "criminal" charges, with or without conviction. We live in a different world today. So please, wisdom-ize us.

Bleeding Blue,

Although you come off like a total jerk I will answer you anyway. A guy with a traffic ticket isn't a serious criminal vs a bank robber, or murderer.

What did you do? You seem to exhibit the same anti social behaviors as many sociopaths..

Have you nothing better to do with your sad life than to hijack this thread?

I'll try to add something useful to this thread.

A short description of the 'channel' process:
