Under Namdaemun in the market with the "imported" goods there are lots of places with candy canes.

I found plenty of different colours and sizes of candy canes on saturday at Co-ex mall (great stocking stuffers too, that mall is full of gifts for 2000-5000 won range!!) as well as at Namdaemun market (wasn't as much cheaper as hyped - maybe I didn't haggle enough there).

come out exit 5 of hui hyeon station (near car 10 going north and car 1 going south) one stop north of seoul station walk down the street past the tourist info booth, on the right there will be a huge building with no shops in the front just a staircase going down, thats where you want to go
