I have worked in a government program at a public university for three years, three contracts. I am leaving my last contract two months early, and amicably, in order to pursue graduate studies. Am I owed partial severance on ten months? The department seems reluctant to pay this. Can anyone give me information or a link?

If you received your severance at the conclusion of your earlier contracts, then no, you are not entitled to it. But you may be able to negotiate something.

I spoke to the Labour Board about something similar. They told me that from your second year of employment onwards if you only partially complete your contract you are entitled to part of your severance pay.
E.g if you work 10 out of 12 months of your contract you get severance pay for the 10 months you worked.
But, I work at a public school, not sure if it is the same for all educational establishments.
I'd call the Labour Board on 1350 and chat to them about it.

They are not obligated to. Korean workers, yes. Not us. A good employer can be negotiated with to give you something on that 10 months, but if they refuse, they won't be forced to (except on those fully-completed contracts) |
