| Anybody else noticed this? I've read a few posts mentioning it, and I'm sorry if this has already been covered, but my American cirrus/maestro card suddenly doesn't work in the subway ATMs or many other ATMs where it once worked. Is this a trend? |

| In my experience. Yes, with Visa. Its a real pain trying to find the one that accepts it and it happens to be in E-mart that closes at 11.00 pm. |

Yes, i have noticed that my cirrus and maestro card doesn't work in subways as well...
they only place i have found i can get them to work 100% of the time is at Korean Citibank and Korea Exchange bank ATMs that take international cards....
the one at my emart is still working... ^_^ |

Japan you need to try the post offices, there's one almost every block (orange T sign with a bar above) and they all have an ATM that takes Visa at least. Some banks now do too, and more and more convetience store have ATM's that work with my visa - esp. around Tokyo. It's a very recent development though.
A friend of mine is currently backpacking through Laos and he's had no problem withdrawing cash with his visa in Ventiane and around.

2006: Foreigners can't access Korean accounts from overseas.
2007: Foreigners can't access their own overseas accounts from Korean ATM's.
Anyone seeing a pattern here?
Homer (2006): Well, there are work-arounds to this. You could, um, plan all your trips out of the country well in advance and carry enough cash and traveller's cheques with you and, um, transfer that money into a foreign account before you go and, um, oh, just use your Korean wife's card.

Um, all foreigners should open Korean accounts from overseas before they come to Korea. No, wait, that doesn't work.
Um, all foreigners should only carry cash while they are in Korea because they practically bleed money anyway. No, not always true.
Um, all foreigners should borrow money money from Koreans upon arrival. No, wait, foreigners can't be trusted.
Um, you must all marry Korean women before you come to Korea. Wait, no. Those are our chicks.
All foreigners must carry enough cash to marry a Korean woman upon arrival in Korea and then have her control all the finances. Wait, that's prostitution. Not that there's anything wrong with that.
Ah, all foreigners must use foreign credit-cards for cash while in Korea. Wait, no, we don't even like local credit cards let alone foreign ones.
Only foreigners with Korean accounts for Korean spending and foreign accounts for foreign spending will get through Incheon Immigration. Wait, too much paper-work.
Only foreign women with lots of cash and blonde hair can come to Korea. Wait, they must be prostitutes.
Um, er. Well, why are you in Korea anyway you dirtbag foreigners?

| it's not that all ATMs stopped working. but most have. there's still one in the 7-11 down the road (of all places) that works. and one in kangnam station that worked a while ago. but the real hassle is that the ones in the subway stopped working and it was great to know that one's overseas cash was always just a subway stop away. |

you characterize it as harrassment, but you don't know the motivation behind it or all the facts surrounding it. maybe they're overhauling the system to give us foreigners super-duper speedy access to our cash. ok, that's not f**king likely, but it could be true for all I know.
I was hoping to get the facts behind this. i can generate my own accusatory speculation. |

Very rational of you. I don't know the motivation? Um, I have a feeeeeling I know the motivation and it has to do with people with big, unsightly noses in a racially pure Korean paradise, but I could be wrong. I hope you have fun with your super-duper speedy access to cash from around the world. I'm sure it will be up and running by around the time Yongsan relocates to Pyeongtaek. Why would I know the facts behind this? I'm not even in Korea and if I were I'd probably be drunk in Itaewon. Email dogbert if you want info, come here for the drunken rants.

Just an observation here...
Why are so many people concerned about not being able to access their foreign accounts all of a sudden? Don't these people have jobs for which they're getting PAID? Are they not getting paid enough, or are they seriously pissing it all away?
I know it's nice to be able to access a "home" acccount in case of emergencies, but it seems like there must be a heckuva lot of "emergencies" around here these days.

Perhaps (just speculating) they are afraid foreigners will use bank machines to transfer money out of the country? Is that even possible? |

Um, because the Korean govt. makes it hard for people to get international cards so rather than get Korean domestic-use only cards they transfer the money to foreign accounts that they think are truly accessible worldwide but actually aren't in Korea?

No. You can only use ATM's to transfer between Korean accounts. |
