It is all a bit strange. The idea seems to be to pardon corrupt business men and politicians so they can come back to society and help "save" the economy. I didn't know it needed saving and I didn't realize that the way to save it is to pardon the corrupt and let them get right back in the saddle.

At the end of the article is says in 2005 alone he pardoned 4.2 million people. Can that be right? No wonder the law is not taken seriously here.

This is the third presidential term I've been here for and all three presidents have pardoned a few million here, a few million there. It's part of the system.

I wonder if I was pardoned for that mixup with my visa about 10 years ago. Had to pay a 200000 won fine for the misunderstanding...then again, I doubt it was a crime.

Reminds me of when Havel came to power in CZ. He pardoned many and continually used the presidential pardon enshrined in the criminal code, as he saw fit. But unlike Korea, he took a lot of flack and it serious hurt his reputation, even historically.

I think that says something about the differences in the nations. S.Korea is a very non-egalitarian nation, despite rhetoric. The Czech Rep. more egalitarian and the notion of those getting special treatment really didn't go over well.

I also think that Asian nations accept presidential pardons, not because they are more obedient to hierarchy, power but mostly because they have a more fatalistic approach to life, as opposed to a view of life as being in the hands of an individual to make or break for him/herself.
