So, If I were to type up a release letter, stating that I gave my notice on XX date and that she accepted and agreed to release me and cancel my contract/visa by XX date...then signed it, had her sign it and had a witness sign, would it be legal enough? even if it is written in English?

Would I/she then need to bring it to immigration right away...or just show them when I apply for a new visa.

There is a LOR template on EFL Law in both Korean and English.
