I have used my American issued card all in at least 11 countries in Asia without a problem. I tried several machines at Incheon Airport and in my local province and it was a no go. Welcome to the hub of Asia.

Sometimes it's touch and go until you find a machine that works. Hopefully someone else will be able to point you in the right direction. Until then try all the larger banks.

Once I was stuck across town without any cash late at night and all the bank ATM's were closed. I ended up using an ATM in a 7-11 with my debt card from home and it worked. I checked my account online and the funny thing was there was no service charge.

Keep trying, your bound to find one that works.
