I am in the middle of jobs right now trying to decide if I will come back to Korea in the near future. I understand that I can claim my pension now before I leave but if I decide to come back will it be difficult to re-establish. Also, if i leave it here and decide not to come back and I withdraw it while I am at home?

Yes, you can apply for it when you leave.
But it becomes more unsure if they put into it.
And
It will take longer than if you apply in-country.
