I've had my car just over a year. I got this little postcard in the mail which has my name and plate number on one side, and the following on the back:




If you can read Korean, you'll find there are some locations where I can go to get my 2-year car check-up done, along with a nice red warning that if I don't do it, I'll be fined 300,000! Ouch! Since I already racked up 240,000 in late licensing fees for not licensing my car in the right Ku within a month, I hauled-ass out to get this done today.

The only problem is.... no addresses. Do you see any addresses on this card? (There aren't any on the front, either)

Now that's one hell of a racket! Send out a little postcard (which has a 50% chance of getting lost or blowing away because our mail is thrown on the stairs) with NO address information and a nice massive fine waiting for you if you don't show up at the place they don't give you the location for.

There are some phone numbers, so I had my assistant call them to get the address of the Nowon office. The people at the office wouldn't give that out. They said, "Please search for it on the internet."

How stupid? What is this, I said, a Fuc*&%^ easter-egg hunt?

Apparently there is no phone book to find this in, so my assistant spent five minutes searching naver for the place (no easy way to find it, as other things came up instead)

After clicking about ten links, we found the address. I punched that into my Navi computer, and I was on my way. I had to pay 43,000 for the inspection, which took 30 minutes. They weren't going to inspect it, because I was "too early", so I told them I'd be on vacation during the inspection, and they did it anyway.

Nice going there. Now that you've screwed up the economy by shorting it more than 250,000 won, all our taxes are going to go up.

Once your car is old enough the inspections are annual. Basically it's an emissions test and if you fail you have to fix your car or dispose of it.

I just did mine yesterday. I have a '94 and it's bi-annual. Cost me 64,000. My wife's 2003 Musso is the same.

The note in the OP is a last notice; I got one too, about 3 weeks after the first one, a folding 3=page document complete with maps and locations, was sent out.

Then again, maybe I am the exception....?

I had a '94 for three years, and was told, when I bought it, that the inspection was due the next year. Nothing came, no-one said anything, and I never had one for the entire time I had the car.

Mind you I've been told that traffic fines accumulate and are payable when you try to transfer ownership of the car. I gave mine away, so I never got to find out if they ever gave me these fines.

Yes, I probably got a notice at an old address. I'm sure that's what happened, so there were probably directions sent out at a previous time to another address.

Mine is a 1991. Annual... ugh... what a pain in the butt. Well, I'd be bi-annual for as long as I have it, I'm sure.

I suppose they have to do that, or Koreans would drive anything that could move, no matter how much smoke was puking out of the back.

I just did mine last week. It was pretty painless. I got a big package of stuff in the mail that included a map. I followed the map. I paid 55,000 won. Waited in two lines, had my emissions checked, etc. And out I was (about an hour for the whole process). 2 years 'till the next one!

My boyfriend and I plan on taking our bikes with us. I hope to find a job within walking distance of where I work and take a taxi/bus/train for everything that my bike can't get me to. We only plan on being there for 2 years and I don't think it'd be worth it buy a car.

This year, he's buying a car.

You don't need a car in Seoul, but they are useful at times.

Very, very odd... I just got the letter with direction to the place yesterday.

They sent the late warning card before the general information card. Maybe they figured out I moved recently, and resent. Oh well, it's done.
