It's true. There was an artcile in one of the Korean papers about it last spring as mini skirts were the new fashion fad so they had to change the old out dated law.

Hi,
I toured the Police Museum in Sewoul about 6 years ago. That photo hangs on a wall beside another of the police measuring a man's hair length. Its worth noting though that both photos are circa 1976.

Yeah, but the skirt measuring was going on a lot more recent than that...

not recently recently, but within the last 15 years, after the end of military rule in Korea, please refer to the picture of the police officer measuring the girls skirt on one the previous threads...

Also worth mentioning, during the same time, men had their hair length ALSO measured too, if it was deemed too long, the police would just cut it off.

South Korea moves to legalise miniskirts
Hot pants and miniskirts will soon be legal in South Korea
The country is in the final stages of revising an indecency law that prohibits people from wearing revealing outfits and was once enforced by ruler-wielding police during authoritarian governments in the 1970s, officials said. Under authoritarian rule, police could arrest or fine women for their fashion choices. They also took scissors to men whose hair they felt was too long and tossed people in jail for unauthorised dancing.

The rules stayed on the books as South Korea moved to an open democracy in the late 1980s, but were no longer enforced. Now miniskirts are about as common as traffic jams in the capital of Seoul and police have long given up on measuring the distance from knees to hemlines.

You might not think so to look at it now but this was until relatively recently a fascist state. Some historical perspective can help you understand a few things.

Authoritarian, yes. Fascist, well probably but any state aligned with the USA is given a free pass.

Let me also add, that in 1994-1997, Korea (Seoul) was experiencing a very high rate of rape cases. Rape cases were rare in Korea. The Korean women just blamed themselves and it was looked on as if it was the womans fault. (Looks to sexy, skirts were too short and so on). And YES, the men were getting away with, her skirt was too short and thats why I raped her. The Kangnam District added to the mini skirt law and began really cracking down on short skirts. On the weekends you could see the police stopping women and measuring the skirt length. I only saw this in Kangnam and around the subway station. Never saw it in Itaewon or any other places.
Most of the women I dated then carried a shopping bag with the mini skirt inside. Once in the restaurant or club they would go to the bathroom and change.
