That's true. If you go over to Japan and walk around some cities you'll actually see vending machines where you can buy used, and sometimes stained, panties. The Japanese have some strange fetishes.

I welcome the idea - but how can we verify its really high-school students or some hot porn chick and not some old hog?

Dunno about the vending machines (my guess is you can't), but from what I've heard, in the stores that sell these items, a photograph (face shot Razz) of the previous owner is provided.
