Ok not the first time. Besides telling the real reason for the war would make things more difficult.
The president has two obligations
One is to tell the truth but the other is to do what is thought to be in the best interests of the US. The second is more important.

the US has a right to get out of the ABM treaty , especially cause much of the world refuses to do much about the enemies of the US who are developing nuclear weapons and missiles.
Oh I get it the US has an obligation to leave its cities vunerable to nuclear attack.
