I'm helping a student prepare for a debate, and I've been grasping for an idiom to help him express his feelings on this topic.

Japan is requesting that North Korea come clean about abducting Japanese folks, while at the same time refusing to come clean about forcing women into prostitution during the Korean colonization to the Southies.

Something like, "Putting the cart before the horse" or "Have their cake and eat it too" doesn't quite fit.

Anyone got a snappy idiom to sum this up?

Too many chiefs and not enough Indians don't make a tribe.

BTW, I'm not looking for opinions or commentary on the topic. Wink
