If an application doesn't specifically ask for a cover letter, should it still be included. Like if they put an "other" field where you can upload information, would a cover letter be wanted? I know it's a general question for many companies, but I just want to know how strict they are or not on that subject.

For many companies, the cover letter is more important than the actual resume. It shows you are responding to the specific needs of the company and not just mass mailing your resume to everyone in the world.
If you are sending your resume to an email address, put the cover letter right in the body of the email, don't attach it.
But definetely send a cover letter.
I don't know about Korean Company customs, I doubt either one is important.

If you send a cover letter when you respond to a Korean job ad be sure to keep it simple. Chances are that the person receiving it can't read English very well and will not pick up the subtle nuances usually found in a cover letter anyway.

Thanks to you both. It cleared things up for me a bit. I think I'll include a simple cover letter just to make sure I cover my bases.
