Teenage Sex Crimes Tripled in 8 Years

A rising number of sex crimes among teenagers is becoming a serious problem in Korea. The number of reported sex crimes including rape, indecent assault, and attempted rape more than tripled in eight years, from 567 cases in 1999 to 1,810 cases last year. The trend is in contrast with the U.S. and Japan where teenage sex crimes are decreasing.
The wave of sex crimes seems to reflect a desensitivity to the act among teenagers. Crimes occur both in and out of school, including some cases in which students pimp out female classmates and collect the money.

◆ Korean teens in sexual assault

An analysis by the Chosun Ilbo of recent sex crimes among teenagers shows that the crimes often follow a similar pattern. The chain begins with Internet sex chats or sexual conduct. Then the attacker threatens to publicize the victim's indiscretions, which leads to one-on-one sexual assault. That is followed by repeated threats, then sexual assault in groups.

A cruel and concentrated attack on a female student followed just this process. �A,� a 16-year-old high school student from Gwangju, met �B,� a female junior high student, in an Internet chat room. After conversing online, A threatened that he would reveal the contents of their chats and forced B to have sex with him in a school restroom. A later repeated his threats and raped B 11 more times, sometimes with his friends.

◆ Rapes often involve groups

Another aspect of teenage sex crimes in Korea is that they frequently happen in groups. Some 50 percent of teenage rape cases occurred in groups, compared to 30 percent for adults. Experts say that this tendency is higher in Korea than in other countries.

"The strong group culture among Korean teenagers makes it easier to get involved in group crimes," said Professor Cho Ah-mie from the Youth Education and Leadership Department of Myongji University. "Committing crimes together reduces individual feelings of responsibility and morality, which makes it easier to participate in sex assaults without feeling so bad."

Teenage sex offenders also tend to be more violent than adult sex offenders. According to a study by the Korea Sexual Violence Relief Center, 98 teenage sex offenders, or 45.6 percent, committed aggravated rapes, gang rapes or combined burglaries and rapes in groups. For adults, the number of such criminals was 616, or 31.7 percent.

◆ Younger sex offenders

Meanwhile, the average age of sex offenders is decreasing. The number of sex crimes committed by teenagers younger than 14 more than tripled from 14 cases three years ago to 42 in 2006. During that same period, the number of sex crimes conducted by 14-year-olds more than doubled. In contrast, sex crimes committed by 19-year-old college freshmen during that period declined by 3.6 percent. Of all the teenagers convicted of sex crimes last year, 284 were third-year junior high school students while 240 were college freshmen.

◆ Criminals don't feel guilty

Another disturbing aspect about Korea's teenage sex offenders is that they are feeling less guilty about their crimes. The National Police Agency and a team from Kyonggi University headed by Professor Lee Soo-jung conducted a study on six junior high sex offenders involved in a gang rape. The offenders scored 55 points on a test that measures anti-social feelings, where anything more than 50 points is considered highly dangerous. And when it came to how guilty the offenders felt about their crimes, their scores were just 37 to 47 points.

Won Hye-wook, a law professor at Inha University and a former researcher at the Korean Institute of Criminal Justice Policy, blamed the Internet. Teenage sex offenders feel less guilty about their crimes because they frequently visit pornographic websites, he said.

I think, especially in a country like Korea, this may not reflect an actual increase in cases, so much as an increase in the REPORTED cases.

And of course, just like in the West, the blame is placed on the internet/media. God forbid we call people's parentng into question.

Which is exactly the point I was going to make. It all starts with parenting. Parents who have no time for their kids, who let them spend their time waytchign TV and surfing the net, going to stupid hagwons, basically never seeing their kids. Then when the kids re home they see the father's totally detached form mothers, the mother is there to serve, the father to sit on the sofa and watch TV. This is where these boys get the idea that its fine to rape and degrade women. The thing is that even if the parents did spend a lot of time with their kids, the whole idea of women as 2nd class human beings is so ingrained in confuscianism that I think it wouldnt do much good.

Im all for vigilante justice here. The families of raped girls should be able to physically destroy these little criminals. I know for sure if I had a daughter and she was raped Id hunt down each rapist one by one and break their joints with a baseball bat. THAT would atleast make them feel bad even if their conscience didnt bother them.

In the high-stress, high-demand workaday world of this here 11th largest economy, and in this age when women are traipsing around the business world as though they're men, well... parents just are not given the TIME to Be There™ as often as they should. So teachers had better be prepared to pick up the slacks. (They'll be ready around 3 o'clock.)

BTW, Troll Bait, you're going Real Reality on us here with all these threads. Pacing...

Are the actual crimes increasing or are the number of them being reported to police just increasing??

For the longest time, no one could figure out the REAL number of sex crimes because the victims just never reported it.

Could the numbers simply mean that more victims are coming forward?

He can present his case when I break his knees.
Defending rapists, thats a new low.
To be fair, Id do it after he was sentenced.

I was with that article, until the last 2 lines.

Seen a lot of that lately. People do a very serious and detailed study about facts, and then jump to conclusion about causes.

Seeing as unmarried women used to carry knives to kill themselves in case they were raped just 10 years ago, I'd say it's the reporting that's increasing, and maybe the group aspect of it that's new.

This is really f'ed up; and what's more f'ed up is that it's happening because these boys are exploiting the idea of "saving face". The solution to this would be to have a sex ed class where they tell girls that if a guy threatens to blackmail you...ignore him, he won't do it. But this is Korea, where simple *beep* is never simple. (Sorry for tricking wordfilter but this pisses me off).

I don't defend rapists. However, until proven guilty in a court, they are not rapists..... and I think that accused rapists, like those accused of all crimes, deserve a good defense.

As I said, Id do it after sentencing, which most likely would be a joke as they are minors.

1,810 cases in a nation of 48 million people? That still must be one of the lowest rates in teh industrialised world. It's probably more a case of a lot more crimes being reported as opposed to so many more being committed, and if that's true it could be more of a good sign than a bad.

Yeah, though it will surely be that there are many more cases, but due to the culture here most cases are not reported.
