I think it really depends on how far you are willing to take things. Your boss obviously owes you the housing allowance if it's written in your contract, but what are you going to do if she continues to not pay it?
I would ask your boss for the allowance once more and see where she stands. What will you do if she says she will pay it, but you have to move back into the smaller studio? Your boss is not responsible for paying your utilities, so s/he may not care that you pay 250,000 for them every month. Ask again and see where s/he stands

I'm no legal expert but I do know they love throwing these contracts in your face when you do something wrong. However, if they do something out of line, it's called a culture difference.

If your husband is getting, let's say $500/mt (pretty much standard) and you are getting $200, and this new place is $800/mt, then logic dictates that you would pay the extra $100/mt towards it. That's fair for a nice 1 bedroom, isn't it? There is absolutely no reason to take away your housing allowance even if you found your own place and paid the key money yourself. You would still get the allowance and pay any extra to cover it yourselves. I would suggest a meeting with the boss to solve this problem, after a few more suggestions from the members here who are a lot more experienced and knowledgeable than I. Good luck.
