NYC councilman wants ban on circulars Sun Apr 29, 4:48 PM ET
http://news.yahoo.com/s/ap/20070429/ap_on_fe_st/odd_no_more_menus
You've heard of e-mail spam now a New York City councilman wants to do something about menu spam, the unwanted menus and circulars that have a way of appearing on city doorsteps and under doors.
Simcha Felder has introduced legislation that would make it illegal to distribute menus, circulars and fliers to homes and apartment buildings that display a sign indicating promotional materials are unwanted.
Felder's bill calls for a fine of at least $50 for distributors that leave them anyway.
"This drives people out of their minds," said Felder, a Democrat who represents sections of Brooklyn. "You have no control over it. People are livid. If I'm responsible for the cleanliness of my property I should also have the authority to decide whether I receive the junk or not. You shouldn't have to be responsible for cleaning up someone else's garbage."
Felder said the accumulation forces property owners to clean it up or risk getting a summons from the Department of Sanitation, such as the $100 ticket his mother received this year. |

In a logical world, this might work in Korea but it won't. It wouldn't get enforced and from what I've seen there is no penalty for leaving crap all over the place so I don't think Koreans will view it as a real issue anytime soon.
By the way, I'm from NYC and I hope that gets pass. Those menus and circulars are such a waste a paper and god help you if you don't remove it from sight promptly |

The menu things are annoying.. except when it's for a restaurant I didn't know about and want to order food from. |

that's a bad law, I don't support it one bit.
What about flyers for upcoming social events? concerts? protests? these would all be banned too i suppose. The only way to advertise would be in a main stream newspaper? no thank you.
Besides, who honestly cares about saving trees?
some lackey gets paid $5 an hour to distribute those papers. You care about saving trees more than giving some guy 5 bucks who obviously really needs it? |

Op, why don't you suggest this idea to city hall? Go to the Seoul city website and sent them an email. Write a letter to the Korea Herald. Express your idea.
I had been thinking this one for a while. I think it's great
You might get a positive response because Korea has taken some steps to helping the environment by,
banning disposable dishes from restaurants (guys on scooters have to come back to your home to pick up the used dishes and burn more gas on the way. Well, I guess it's the thought that counts. )
banning free coffee in restaurants to cut down on the amount of paper coffee cups.
implimenting a policy where supermarkets have to charge for plastic bags. I'm all for this. It reminds me to bring my nylon bag and I cut down on trash in my apartment. |

The solution, at least in the USA, is not a law but simply have people put up a sign saying "no fliers". If a business violates that, you don't patronize them, and give them a phone call to indicate so. Let the free market handle it. |

I agree with the idea, but it won't work here. It's going to get enforced about as well as the fact that motorcycles are not suppose to drive on the sidewalk. |

I agree with this idea. Only yesterday someone was at my front door trying to slide the damn things under it. In the process he made a lot of noise. Initially I thought someone was trying to get in the house. It's just more rubbish on top of everything else I have to recycle and seperate properly before throwing it out. |

I passed out flyers during summer vacation of my freshman year.
Great job....I got to walk around suburbia, I got tan, it paid well, I only worked 4-5 hours a day....
Ah....never mind...I misread which side this thread was on...you DON'T approve of passing out flyers....
They're not that annoying, as long as the people don't bother you. Just leave them there....or pull them off your door as you go inside and drop it in the trashcan...
Go make a ban about something that matters...Smoking would be a good place to start...Koreans driving on sidewalks...Koreans parking in a driving lane, so then a 4-lane road turns into a 2-lane road....How about a positive change - more trashcans in Seoul?
It's worrying about the petty things that'll kill you. |

Hahaha....
Half the time, the fliers and circulars are from places you would never go to in the first place or require services from. Like seriously, how many mortgages do you really need? Or how many roofers?
Put up the sign and people will still put fliers there. They had the whole "No-Call" registry backed by congressional actions and those annoying telemarketers still call.
I'll also add, that generally it's not one piece of paper. It's a booklet with it's own plastic bag cover. You get sick of picking up that crap. I feel worse for my mom who has had 2 knee replacements and doesn't need to walk outside and down a flight of steps several times a day for junk. It's not fair to her... |

Hate the flyers and the hawkers giving them out. I make a point not to go to any business annoying me with them. |

I like when they leave a magnet on my door. My fridge is covered in them and I have my choice of 20 different mandu and jajangmyung takeout places! |

I don't mind the food fliers on my door. A pizza place keeps dropping it's prices and offering more sets. Good to know. Someone takes them away, but on more than one occasion they haven't been taken away since the last posting and the flier idiot puts the exact same flier over the last one.
Reminds me of a job I hated doing political calls where I would just read the script after the person hung up to waste time. Man I'm glad I don't work there anymore. I guess the flier guy is just wasting time too. |

I never remove them. I consider them decorations. Once a month or so, someone comes around and clears my door. I think the garbage ajumma. |
