Recently I've been smelling the sewer. I thought it might be the drains in my apartment, so I put stoppers in them (three in the bathroom; one in the kitchen).

That didn't help. I now think the smell is coming from somewhere outside, but I haven't seen any open sewer drains nearby. Too hot to close the windows and not hot enough (yet) to fire up the AC, so I guess I'll just have to endure, huh?

It's worse at times than others - wind?

Anybody else experiencing this?

Ye, it's a yucky smell. It's probably coming from your neighbors place. Get bleach and pour down the drain, or spray cleaner and something similar to lysol on the drain, plus put an air freshener right on top of the drain. That's what I do.
