Is there anywhere around Seoul with good windsurfing or sailing conditions? Also Does the Southern half of Korea ever get any surfable swell?

You can't surf on the Han River, sorry.

Do you mean "do any of the beaches closest to Seoul"?

If so, no, there's not.

On the southern tip, there are a couple of beaches that get surfable a few times a year, but surfing isn't good in Korea.

There are a couple of places along the Han river in Seoul where you can rent wind surf boards. I did it a couple of summers ago.
