| How do you find out if you've been blacklisted by immigration? If you are blacklisted, can you leave and re-enter as a tourist? |

If you are blacklisted you can't leave never mind leave and re-enter as a tourist.
Who told you that you were blacklisted? |

I think my wife and I were blacklisted for leaving our job at Boramae Kid's College after the observation day. Documents had already been filed with Immigration prior to leaving. The visa confirmation was issued , so we had to wait for it to expire. She went to Immigration and complained about us.
My wife has been trying to get a job with another school. The director who is now trying to hire my wife has been harassed by the KC director. I don't know if a visa confirmation number will be issued even though documents were filed.
I went to Immigration, and they could give me no answers. The director trying to hire my wife is not sure either.
If we are blacklisted, will we be unable to enter as tourists? |

...LOVELY Kid's College!! Your story sounds much too familiar...
Good luck trying to tell if you've been blacklisted or not! As you may or may not know, in Korea often the left hand doesn't know what the right hand is doing. If you ask straight out to an immigration officer (or use the USELESS Q&A forum on the justice website) you most likely will get a useless answer. I know someone who asked EVERYBODY about his status (similar situation to yours), even staff at the Korean consulate and only learned that he was on the "list" when he tried to pass Korean immigration at Incheon!

If you were BLACKLISTED and IN KOREA you would be detained by immigration before being ordered out or deported. Blacklisting usually implies that you are or have violated immigration law or are otherwise considered "Persona non grata" and subject to deportation by the country or a refusal to enter (if you were out of the country).
Since the OP was not detained when he visited immigration you can assume he is not blacklisted but since visa issuance numbers were issued and it would appear that they may have been working on an improper visa there may be other issues and a new visa issuance number may not be forthcoming in the near future.
I don't think there would be any problem with leaving and returning as long as there is no money outstanding to the original hakwon (like airfare).

Remember, you are in Korea and Koreans have their own definition for things. Your definition of blacklist does not mean that is theirs! Read below what a Korean blacklist is...
I have been blacklisted for no good reason and it's not hard at all for a Hakwon Director to blacklist you. All they have to do is call Immigration and say "My Foreign Teacher ran away and quit his job."
The only way I learned of this was by trying to get a job. My hopeful employer received a letter in the mail which said my E-2 Visa was denied due to an "on going labor dispute." Which I still have! My question is why would an on-going labor dispute stop anyone from being able to work and earn a living? There are labor disputes that happen all over the world everyday of the week in all types of industries.
Sadly, Immigration knew at the time that my labor dispute was in fact over. I gave them the final decision from the labor ministry. I went to Immigration with my Korean friend to learn more about my blacklisting and the man there asked my friend "Why are you helping him?"
The next day I went there again with a representative of my new hopeful employer. There, the Immigration man gave my hopeful employer a computer print-out that showed that my previous employer called Immigration and told them I "ran away and quit my job." My hopeful employer told and showed me that I was on the Immigration "blacklist" and that it was impossible for me to get an E-2 visa. My hopeful employer was instructed to return the computer print-out and to not give it to me. All it took for me to be placed on the "blacklist" was for Immigration to believe a simple phone call from very bad and untrustworthy Hakwon Director.
Approximately 3 weeks after the Hakwon Director called, lied, and wrongfully blacklisted me, he contacted another governmental agency(labor ministry) and tried to convince them that I was fired legally.
At the time I knew I had to work legally and try to obtain an E-2 visa, so I again returned to Immigration, bought a case of "Beta" drinks(healthy drinks) downstairs and gave them to the Immigration man. He had me write a paper telling my side of the story, gave it to his supervisor which they both read. The Immigration man relayed to me what the Immigration Supervisor had said, that I still couldn't receive an E-2 visa.
Think you've heard enough? Immigration negotiates for Hagwons...
The Immigration man suggested that unless I dropped my civil court case against my previous employer that I couldn't receive an E-2 visa. I told him I couldn't do that unless he gave me a signed paper stating that. He wouldn't do that stating "You can trust me, I'm an official." Later, I tried to find another hopeful employer, was successful, and for whatever reason Immigration approved my next attempt at obtaining an E-2 visa. In my experiences, things don't happen the way Immigration might say. |

For the record, the man's name(Kim, Seoung-Ho) who negotiated in favor of the Hagwon was at the Seoul, Omokyo Immigration office. Will/Can he sue me for libel now, or just kick me out of Korea/deny my next visa?
He used to be on the second floor until they made floor plan changes. I don't know where is now.

for one, i totally believe your story - i've heard so many nightmares about immigration in seoul
personally i was chastised by immigration for not renewing my last contract! as in wtf are they doing giving me career advice!!!!!!! 
just consider the source and keep on going
