This is probably a long-shot in the land of backwards laws, but I'll ask.

Is there a housing code or list of renters' rights in Korea, specifically Seoul?

By this, I mean are there certain criteria that all apartment owners must follow? Is there is list of things apartment owners cannot do, especially regarding improper rules like a curfew, prohibition of guests, etc?

Also, are rules given to a tenant AFTER a contract is signed valid if the rules are not in the contract itself?

If any of these regulations exist, where can I find a copy in English or Korean?

I know there is a law against discrimination of foreigners, but let's face it, if an owner doesn't like you, he won't rent to you, whatever the reason may be.

I have never seen one, other than the rules on deposits (chunsae), but if you do find something I would love to get a copy (English or Korean).

For Housing Rentals, Foreigners Easy Victims
by Byun Duk-kun, Korea Times (August 28, 2003)
http://www.koreatimes.co.kr/www/news/nation/news_view.asp?newsIdx=2162664
Quote:
Foreign residents in Seoul are preferred over any Korean tenant by their landlords because they are paying several times as much as what Koreans are paying for their rent, realtors and industry sources say.... Landlords and realtors argue that such a huge discrepancy is only inevitable because they have to risk high uncertainties due to their foreign tenants' unreliability. However, such claims are easily found groundless because foreign residents are often asked to pay their rent in full and in advance....

However, discrepancies are not only found in the amount of money foreign residents are paying for their rent, but also in the commissions they are charged by their real estate agents.

Current law only allows realtors to charge 0.9 percent of the entire amount of money involved in a contract for their fee while the rate goes down to as little as 0.2 percent as the amount gets bigger, according to Hong Kwang-pyo, director of Real Estate Management Department at the Ministry of Construction and Transportation.

But foreign residents are charged as much as 10 percent of their entire contract money, resulting in millions for realtors, partly because they are unaware of the law, but also because most of their contracts are untraceable....
