Roman candles are available all over the place. Check corner shops and convenient stores.

Emart has a pretty good selection. You can usually get roman candles, the burning school house and all of those other crazy fire works.

Neighbourhood stationery stores, as well as bigger "gift and fancy" stores (i.e. "selling all kinds of girly crap under the sun" stores) also may have a decent selection. Very cheap, too.

It's a bad idea to set them off in your apartment.

Might not be a good idea to use a fuel station parking lot either.

Other than that, I have seen people light them off in the playgrounds of schools and high rise complexes, along the tancheon, bundangcheon, han river and anywhere outside of a major urban area.

I also worked at a hakwon a couple years back that used to shoot them from the building rooftop.

I don't think there are any or not many restrictions unless you are on or very near (next door) to a US Army base.
