Answer all your questions:

1. Best bang for the buck: PCI-E and AGP http://www.tomshardware.com/2007/07/03/the_best_gaming_video_cards_for_the_money/

2. Interactive comparison charts: INCLUDING OBLIVION http://www23.tomshardware.com/graphics.html

Bam.
Answered.

PS: The three current DX10 games all blow in terms of performance, but Company of Heroes (DX9 and DX10 versions) is an amazing game: http://www.anandtech.com/video/showdoc.aspx?i=3029

Never count on one source for all your answers, especially, IMHO, Tom's Paidware. The palce to find real answers is tech forums. No, not Dave's, thought there are some good brins here, but site forums devoted solely to tech. Real people, real reviews, real results.

Well in the end I picked up a 8600GTS for just under 180,000. Couldn't find a x1950pro and the GTS8600 seems to perform as well in most reviews; my first impression of it is pretty positive compared to my 6800GS. Card is nice and quiet, my PC's making less noise now, which is nice.

None of the Dx10 games interest me yet, and I still spend most of my time on Warcraft 3, which any card will run well these days.

I gave Oblivion a quick run it's a lot smoother now at 1200*1024 and most settings high (at least the important ones.)

It's an Evertop, I think it's pretty standard spec wise. I could have paid 240,000 for a Zalman cooled pumped up one but I declined. Generally it's not worth paying the extra for 'extreme' brands at the midrange when the high end is just another short step up.
