I bought a (legitamate) copy of The Shaolin Temple for 3,000 won at a store near Yongsan and watched it over the weekend.

Jet Li is sweet on a shepherd girl, and to tease him, she sends her dog off to chase him. Annoyed, he sets a noose trap for the dog, but accidentally strangles it. He buries it, but then changes his mind, thinking, "Hmmm ... It's dead anyway, so ..."
He roasts the dog on a spit, and some other monks find him by following the aroma, and they all eat the dog together. Later, the shepherd girl sees the dog collar in Jet Li's hand.
"You ate my dog!"
She then proceeds to kung fu the crap out of Jet Li, who's too much of a gentleman to strike back. She only stops putting the hurt on him when her father, a monk, confesses that he, too, ate her dog.

Anyway, it's proof that Koreans aren't the only ones who eat dogs.

People in the Phillipines, Taiwan, Vietnam and some African countries still eat dogs too. I don't know about China.

A Korean friend told me a joke here is that "The Chinese will eat anything." Spend some time reading about how they eat monkey brains if you want to feel physically sick to your stomach.

Chinese people eat dog way more than Koreans.

My sister has Vietnamese friends. Don't know about before the war, but after the Vietnam War, they ate dogs (and cats) because of the widespread poverty. Pets were especially prized because you knew that they were well-fed and probably disease-free. It was common knowledge that if your pet didn't come home, it had probably ended up as someone's dinner.

Don't know about the other countries.

The Chinese themselves say this. A Chinese friend of mine told me, "We Chinese have a saying: 'We eat everything in the sky except airplanes, and everything on earth with four legs except tables and chairs.'"
