I don't think I've ever been to Seocho-gu. What's on the site of the former department store now? |

I was in Korea when it happened. Was pretty crazy stuff. I remember they found 2 people, a man and a woman still alive days after the initial collapse. It rained a lot so the survivors said they could drink water that seeped down into the cracks under the rubble. |

My wife went to school in the neighbourhood of Sampoong, and many students from her school were killed in the collapse. She was at a restaurant a few blocks down and heard the thing fall. |

I saw that documentary too... pretty shocking stuff. I work in Seocho-gu but I've never heard of the Sampoong district. Where is it??

The Sampoong Group began construction of the Sampoong Department Store in 1987 over a tract of land previously used as a landfill. Originally designed as an office building with four floors, Lee Joon, the future chairman of the building, redesigned the building as a large department store later on during its construction. This involved cutting away a number of support columns in order to permit the installation of escalators. When the initial contractors refused to carry out these changes, Lee fired them and hired his own building company to construct the building. |

Later on, a fifth floor was added to the four-floor building, which was first planned to be a skating rink; the skating rink was added due to regulations that stopped the whole building from being used as a department store. Lee changed the original plan for the fifth floor to include eight restaurants. When a construction company tasked to complete the extension advised that the structure would not support another floor, they were fired, before another company finished the job. |

Lee was charged for negligence and received a prison sentence of ten and a half years. His son, Lee Han-Sang, the store's president, faced seven years for the same charge.[1] City officials dispatched to oversee the construction of the building were also found to have been bribed into concealing the illegal changes and poor construction of the building. As a result, the participating officials, including a former chief administrator of the Seocho-gu district, were also jailed for their part. Other parties sentenced included a number of Sampoong Department Store executives and the building company responsible for completing the building. |
Lee Joon... should have been a hagwon director. |

A Korean girl I knew told me an eerie story. Her Dad had a nightmare the night before this happened. The next day, he told her Mom not to go to this department store, because he had a nightmare and had a terrible feeling. She listened and stayed home. That was the day this dept. store collapsed. Almost makes chills run up my spine. |

Here's another link that mentions Lee being one of the founders of the KCIA - forerunner to the National Intelligence Service.
It could just be a conspiracy theory, but it's an interesting read

My wife pointed out the location of the Sampoong dept store once as we drove past. Between Seocho Station to the South and Express Bus Terminal to the North. I asked about a memorial. She didn't think there was one, but wasn't sure.

I was told it's in the Kyodae area. It's an apartment complex now if my source is correct. The place I'm thinking of is a 5 minute walk up the hill from Exit 10 of Kyodae Station. It's called Acrovista I think. But there's nothing interesting to see...just another apatu. |

I asked my coworkers about it and they said that it was near Gyodae station, opposite the public prosecutor's office. |

Does anyone know if these laws are being enforced? I often wonder about the "human filing cabinets" that most Koreans live in. What happens
in those tenements if there is a fire, for example?
My own building (in the country) has "minor" problems (banisters falling off, sinkholes in the floor, sporadic utility functionality, etc.) but it is solidly built. The building is only five years old, btw.
Some of the side buildings (not stalls) in the big markets (Namdemun, Dongdaemun, etc.) appear to be less that stable. Is there any sort of "retrofitting" law in Korea? More interestingly, does anyone on this board (who speaks Korean) have access to contemporary safety codes? I'd be curious to know... |

Seems par for the course as far as construction quality goes in this country. They're building a new apartment next to mine and not once have I seen a building inspector. I have even seen them pouring concrete during a thunderstorm. |
