Yes, you can pay at any bank.
some bills have the account for a particular bank and if you pay at a different bank you will get charged a 'transfer' fee for them to forward the money to the correct bank. (around 1,000w) - just like the charge for using your cashcard at a different banks ATM

You can also pay at any post office or some of the well known convinience stores like GS25, family mart, 7Eleven, Buy the Way, etc. |
