My best shirt says that schools will now start witholding more pay from checks as part of a "housing deposit" for the first three months, and just pay out in cash. They will use the new "no bank account" rule to withold cash.

Imagine the excuses we're going to see from the owners, "Sorry, we don't keep 1 million in cash here.... we'll pay you half today and half next week..."

Countdown to the first newbee who works 3 months and is barely paid 1 million won for it...

The "new bank account rule" will not stop people who are working legally in the country from being able to open a bank account or to do the normal things with it ... So as long as you are working legally you will have nothing to be afraid of ... Maybe a little more paperwork ... But that is all ...

My business account has a limit of 3m KRW transfers so the new banking rule only applies to businesses that set a transfer limit to 1m KRW. But hagwons being hagwons they will probably try that old excuse.
