I met a few foreigners in my dorm with research positions. A Japanese and Turk doing Physics work and a Russian doing Math research.
I looked for jobs teaching Physics and Math in a couple of universities and it seemed that they ONLY wanted researchers. There were only 4 questions on the job applications:
1. How many papers published alone in your country?
2. How many papers published with partners in your country?
3. How many papers published alone internationally?
4. How many papers published with partners internationally?

So I guess any University position outside English is probably going to be a research position (and is going to require a PhD).
