I read the info on the FAQ, but it's from 2003. Does it still hold that if I were to get a legal visa, then I could get my Peruvian husband a spousal visa? WOuld he be able to work legally?

It's an F3 visa, relatively easy to get, but he can't work legally on it.

So what could he do? Are there Spanish teaching opps or would he be stuck at home doing nothing?

If he has college degree, he may can teach Spanish at Uni level, the problem is nobody care to learn Spanish language in public, he may work as 3 D workers if he doesn't have college degree.

Korea has about half million 3D workers from another countries, mostly from another Asian countries...
3 D means dirty, danger and one more word start with d, but I am not sure what the 3rd one.
It's mostly factory jobs that korean don't want to work, average makes $1000 a month, but some makes $1600-1700 with a lots over time.

That doesn't sound very appealing. If he wanted to teach Spanish, would he need a degree?

Yes, he would need a bachelor's degree or higher. There's not much opportunity in Korea for foreigners that aren't
1)from one of the seven english speaking countries eligible for E2
2) sent here by their multinational company for business purposes
3) willing to be a 3D worker

hmmm. Does your husband hold a passport from your native country? If so, then he can teach legally under an E2 here.

3D- dirty, dangerous, difficult. Not ideal at all.

No, he only has a Peruvian one. So he'd just do nothing while I worked?

Well, that's not going to work. Guess Korea's not an option for us. Any suggestions on where we could go? What about Taiwan or Vietnam? Could we both work and save decent money there?

Vietnam is pretty loose with rules still, you'll do better in Vietnam

I've met a dozen or more Peruvians here in Seoul. Almost all of them I've met have been involved with export/import of Peruvian jewelry, crafts, etc.
