can a native of The Philippines and a fluent English speaker and Master's degree holder receive an E2 visa? Any other possible work visa available?

E2 = NO
E1 = maybe but as a visiting professor and not as an English instructor - dependant on what there degree is in..
E7 = yes but not as a teacher unless they are teaching at a foreign school.

There are also the DDD visas (industrial trainee / worker) or "entertainer" but I don't expect a master's holder to be interested in jobs that are considered dirty, disgusting, and/or dangerous.
