There's this bongo refrigeration truck I see on my walk to the subway. It hasn't moved since June. The little parking ajusshi comes by, slaps one of those notices on the windshield. A few days later he slaps another one. At some point he slapped some official looking paper document that eventually dissolved in the rain. And then the notices were mostly torn off and they started papering it again.

Now, it's pretty obvious the thing is abandoned. It hasn't moved in 3 months. After about the 5th sticker you slap on the windshield, you must conclude the owner probably died of fan death (ie under a hooker) and isn't coming back ever. Other than it being part of your robot like job to slap those stickers on all vehicle windshields, wouldn't you think "hrm... does this windshield need another one? If the owner was secretly coming out in the middle of the night and talk to his truck, wouldn't he have gotten the message after the second or third sticker? So why waste another sticker? And why clear 'em off and start all over again?"

You need to stop and read what those stickers really say. It is something along the lines of:

Notice: Today is not towing-away-illegally-parked-car-day, so don't worry, but if it were towing-away-illegally-parked-car-day, your car would be towed away, but don't worry too much because we will announce a few days ahead of time which day is the real towing-away-illegally-parked-car-day and you will have plenty of time to move your illegally parked truck for the few minutes we are in the neighborhood, and then you can again illegally park your truck here until the next notice of towing-away-your-illegally-parked-car day.

As to the issue at hand, that is pretty weird. here in the USA, they'd hardly give you enough time to find the sticker before they got impatient and towed it away.

Haha. I like the progression of warning stickers and how the cars in the background are constantly changing. But yeah, what exactly does it take to have a car towed here? You should slap a big "I LUV TOKYO" or Japanese Imperial flag on the windshield, the truck will be gone by the end of the day.

Basically it sat there from May until October. The ajusshi would faithfully slap a sticker on the windshield, wait until they built up, remove them, and start the process over again. I don't know if the truck was towed or the owner came back. I don't know if I mentioned it, but a friend said you need to pay all those sticker tickets before you can buy another vehicle in Korea. Hence I guess why they don't mind stickering with regularity and don't simply tow the vehicle.

You should totally sell that truck on the Dave's buy and sell forum. Don't give a price, just see what people offer. When you have a buyer, give him one of those papers on the windshield as the official licensing paper.

Seriously though, the police are supposed to have English services available. And they have a fabulous English help website. Try to see if they respond on one of those outlets.
