Found in a road underpass in Gangnam. I thought maybe it was a water pipe or something but its sealed up top.

Wheelchairs somehow hook onto it? Dunno. I have seen them, and wondered the same thing.

Back in the day, I might have been stupid/crazy enough to try riding something down that. Approaching middle age has now dampered by enthusiasm for breaking parts of my body.

Most likely for taking your bike up and down the stairs. Not while you're riding it, but just rolling it on the rail.

I assume you're right. I just noticed in the picture that it is low to the ground. I had seen similar designs at normal hand-rail height, and was mystified.

Ah! Bikes! Okay that makes perfect sense. (Yeah it's not a hand rail. Its flush with the stairs.)

Looks like its for bikes, because of the dip in the middle. Pretty thoughtful if you ask me.

I think it's meant to get the wheelchair riders a quick way down the stairs.

See, Korea is handicapped accessible.
