To freak Americans out, just do what Bush has done over the past 7 years... insist a major act of terrorism in the near future is imminent.

I think the OP is exactly right. If I were walking down a street and some random Scottish guy reached under his kilt, pulled out his johnson and said, "Hey, look at my foreskin!" I'd probably freak at least a little bit. Depending on how dark and lonely the street was, I'd probably freak out a whole lot.

So yes, Morton is correct.

Scotticus is also correct. When I read the original of that comment, I thought, "No, that wouldn't freak me out. I'd think the speaker was stupid."

I do, but if I tried to spell it I'd only embarrass myself. It's the one that starts with an 'E' and ends in a 'g' but the 'g' somehow is supposed to sound like an 'o' (or maybe an 'uh')--the one on the opposite side of the country from Glasgow, which I can spell.

The issue with the forskin and aids is that the foreskin contains more of a particular kind of immune cell that acts as a receptor for HIV.

You are certainly correct that being circumcised is not a replacement for using a condom.

The broken skin thing may be an issue, but the skin can break below the helmet in circumcised men. I'm not sure which is more likely. I thought the forskin protected against breaking open the skin.

It damages nerve endings to be circumcized. Based on that one could surmise that one would have less sensitivity.
