So this basically means you're free to assault people as long as you're prepared to pay them off?

Yes, it's very common. It's not just for assault either. I've heard of people exchanging money to avoid bringing charges in all kinds of cases.

Legal Systems cost money. Good legal systems cost a lot of money.
Having a ggod legal system requires higher taxes. Higer taxes reduce Chaebol profits.
The Korean legal system is done on the cheap.
Let's say we have an assault case in the west. What happens?
Interview witnesses-costs money
Court case-costs money
Cross examine witnesses-costs money

Korean system
Interviews-none
Court Case-none
Cross Examination-none

A and B attack C

5 minute medical exam. Person A has 5 bruises, person B 4 bruises, and person C 2 bruises. Easy person C is guilty

The purpose of the Korean legal system is NOT justice, the purpose is to get an outcome as quickly (balli balli) and cheaply as possible.

Look around you everything is shoddy, low quality and quick. So too the legal system.
Virtually everyone here does shoddy work.

My former hogwon owners brother got drunk and ran over a guy in his car and killed him. He paid 10 million won to the family and that was that. No jail time, loss of license, nothing...

Yup. That's why it's called Blood Money. The Canadian boys who broke a K-dude's jaw paid more than $20,000 to be released from jail.

Aha! It just hit me why I've never met or seen advertisements for personal injury attorneys in Korea. Personally I'm grateful we don't live in a litigious society. The "cash only" culture suits me just fine ... if and only if proceeded by a "korean discount."

I can back up RRs links with personal experience. I had a car accident. My 4th, 5th, 6th vertibrae had significant damage done. I couldn't use my left hand/arm for about a week. As the swelling went done I regained the use of my arm and hand, but still did not have any feeling in my arm or hand. I refused to stay in the hospital any longer and opted to take a taxi to and from my 5 hours of treatment. The doctors informed me that if I left I would not be able to get as much money from the insurance company. I told them, that unless they ahd a private room I was going. The private room was booked for the next 3 months by a "special client" The reason why I couldn't stay any longer? The hospital was full of middle aged men who spent the day drinking, smoking and being loud and obnoxious. Think of a univeristy dorm. They all had "serious back injuries". But not one of them had any pain or symptoms. As one guy told he was just lieing down their to get some more money without having to go to work. He had been there almost a month. The system is great.

Yes. Lots of Koreans and other nationalities live in the US and other western countries. Now you are on a internet rampage berating the very
country that so many of you emmigrate to. You even threaten someone here although it was laughed away and made you look like the fool you really are. You are angry , I suppose because we are exposing your country's faults. How do you think we Americans ( this is correctly used as my nationality) feel when we are not only bad- mouthed, but targets of terrorism? ( no joking bad English internet threats, real stuff)

My suggestion to you my friend is to listen to what people are saying about your country and culture and consider making some changes.

Yes it's true foreigners are typical.
We all have dark hair, dark eyes, and 3 syllable names. No variety whatsoever!.
Dumb, true we actually sometimes fail University courses. It's called academic standards.
Now let's come to the jealous part-
What could a foreigner be jealous of:
Great tasting Korean beer
Huge variety of cheap, fresh food
Glorious architecture
Wide variety of cultural events
A smorgasboard of "International" events, formula 1 GP, Tennis, Golf, Top name music concerts
Breathtaking beaches, and crystal clear water.
Ground breaking music.

Actually what really makes me jealous are the 4 seasons. I'm super envious about that one.

The entire world is jealous, that is why hotels here are overflowing with tourists. The Korean Tourism Organization is advertising on CNN, please stop coming to Korea, we can't cope with the deluge.
