You need to go down the the automobile registry department, "Ja Dong Cha Jeung Gae", where they will check to make sure you have paid all your taxes and tickets on the car, then fill out the appropriate forms.

If you haven't been paying your taxes or tickets, you first must do so then you can transfer ownership.

pay special attention to that"pay all the tickets on the car" bit. We got our car from a friend. We went in with him and everything was paid. A year later some tickets popped up that weren't paid, and now we have to pay them. The original owner is no longer in the country. Ask them to double and triple check.
